Oxford United make their first visit to the Hawthorns for a league game since March 1999, and their first visit in any competition since a League Cup tie in August 2014.
On that occasion, Oxford came away with a 1-1 draw thanks to a Danny Hylton goal, before going out in a penalty shoot-out.
Earlier this season, the sides drew 1-1 at the Kassam Stadium, with Dane Scarlett on target for the U's with a late equaliser.
OXFORD UNITED
United will be boosted by the news that skipper Elliott Moore is fit again and has been back in training. There is less good news concerning Greg Leigh, who is likely to be out until the international break in March after his injury against Portsmouth last Saturday.
Speaking ahead of the game, Rowett said: "The Hawthorns is never an easy place to go and you have to go there with a strong game plan to try and get the three points. We know it will be a tough challenge, but I think any away game is a tough challenge for us because we've won one of them all season.
"I think we've shown a lot more solidity away from home in recent weeks. I would like us to be a little bit more creative, but you can't always choose what your performance looks like in some of these games because you're playing against some very good teams and good players."

WEST BROMWICH ALBION
The Baggies are currently sixth in the Championship table, ten points ahead of the U's. They will be without Kyle Bartley, who serves the third game of his three-match ban, and Jed Wallace, who suffered a calf injury at Millwall last weekend.
Manager Tony Mowbray said: "They are competitive and really well organised. It is hard to play against; we suffered against a side that was pretty defensively set up in midweek last week, and we gave to find the answers to get through these teams.
"I don't expect them to come and be expansive and have lots of the ball. I think the initiative us on us to break them down and ask more questions of Oxford than we did of Blackburn."

Supporters of both West Bromwich Albion and Oxford United with a valid match ticket can enter the Fan Zone free of charge from 12pm onwards on Saturday.
A wide range of entertainment will be on offer, including inflatable games put on by the Albion Foundation and live coverage of Sunderland v Hull City (from 12.30pm) in one of the early kick-offs in the Sky Bet Championship.
